By default, this should be C:\ProgramFiles(x86)\WorldofWarcraft\_retail_\Interface\Addons. Now locate your Addons folder in your World of Warcraft installation. zip file in your downloads folder and extract it. To get started, head to the ElvUI page on the Tukui website and click the big DOWNLOAD button near the bottom. The only downside is that you will have to manually download it again every time you want to update. Installing ElvUI manually is fairly straightforward.
